Sandbagged by the MTA

In the aftermath of Sandy, a public official said, "If Goldman Sachs was smart enough to sandbag its building, why wasn't the MTA smart enough to sandbag the Brooklyn Battery Tunnel?"

There's a simple answer: The MTA is run by the Government. One would have thought that a public official would have known better than to ask.
